Steps Toward Conflict Prevention
CDA’s Steps Toward Conflict Prevention (STEPS) Program undertook a systematic examination of 13 communities that opted out of war and violence, even though they were surrounded by it.
STEPS visited these communities in order to examine the strategies that helped them avoid participating in conflict in the face of extreme pressure to join the violence.
The case studies allowed CDA to explore the elements that are common to the “opting out” experiences and to learn from them. The strategies have been found to parallel, in many ways, the elements necessary for resilience.
